The fiscal year (FY) 2020 Skilled Nursing Facility Prospective Payment System (SNF PPS) Proposed Rule (CMS-1718-P) updates the Medicare Part A federal per-diem payment rates, but the bulk of the proposed policy changes target the Skilled Nursing Facility Quality Reporting Program (SNF QRP).
In particular, the FY 2022 SNF QRP program year will loom large for SNFs if CMS’s multiple proposals are adopted. FY 2022 proposals include adding two new MDS-based SNF QRP quality measures (QMs) involving the Transfer of Health Information IMPACT Act domain. In addition, CMS plans to revise existing MDS items, add new MDS items, and adopt current MDS items as-is to serve as Standardized Patient Assessment Data Elements (SPADEs) that will be required reporting under the SNF QRP. All told, CMS proposes to add 60.5 SPADE items across the 5-day PPS MDS (i.e., the SNF admission or initial patient assessment) and the Part A PPS Discharge Assessment. CMS also wants to expand the SNF QRP to cover all payers of SNF residents.
The proposed rule, which CMS posted on April 19, will be officially published in the Federal Register on April 25. Providers can comment on the proposed rule electronically or via main through June 18. Here are the highlights of the SNF QRP proposals:
